Admission

Admission tickets to the USATF Hershey Youth Indoor National Championships are available for purchase online here at a discounted price: Single day tickets are $8.00 and a 3-day pass is $20.00. Onsite ticket costs will be $10 per day and there is a $30 minimum for debit and credit cards. Athletes with their wristband, Coaches registered with USATF, preschool-age children, and senior citizens age 62 and older will be admitted for free.

Coaches Credentials

Only coaches who are SafeSport Compliant with confirmed USATF Coaching Education certification will receive complimentary admission wristbands. The approved list can be viewed here.

Packet Pick Up

All competitors must wear their assigned bib numbers on the front of their jersey during competition. If an athlete loses the bib number, a replacement may be purchased for a fee of $8.00.

*Note: Entry changes/ substitutions/ adds/ new entries/and event changes will be accepted at the meet site no later than 3:00pm the DAY BEFORE the event with payment of a late/change fee of 20.00.  New entries will be assessed the normal entry fee plus a 20.00 late fee.  Management will correct all data entry mistakes, (gender and division errors) without fees.

Eligibility Requirements

Individuals: This meet is open to 2020 USATF member athletes who fall within the youth age divisions listed below. You may check the status of your USATF membership through your association’s website. Memberships can be obtained online or through your Association Membership Chair.

Proof of Birth: Each athlete's date or birth must be verified and included as part of their USATF member profile before the athlete's entry can be submitted for online registration. If the athlete's date of birth has been verified in the past and their membership was renewed they will be able to submit their entry without requiring additional verification. Proof of Birth (copy of birth certificate, passport, certified baptismal record, driver’s license or U.S. government identification) should be emailed to your association membership chair (please included the athlete's USATF membership on the document. See USATF Competition Rules, Rule 300.1 (i) for further information.
 Clubs: for a club to be considered active it must have renewed its club membership for 2020 and have at least one coach who has completed and passed a background check. A list of current USATF member clubs can be found via your association’s website.

Relays: Each member of a relay team must be affiliated with the registered USATF club in their membership profile. HS Relays must be athletes from the same HS, USATF members and age verified.

Fees & Entry Deadlines

On-Time: by March 13, 2020 (11:59 pm EST) $10.00/individual event $40.00 per relay

Youth competitions typically take place in two-year age divisions. These age divisions provide young athletes the opportunity to compete with other athletes of similar ability. The age divisions for competition year 2020 are as follows:

*Note: Per USATF Rule 300.1 (c) “Athletes must be at least seven (7) years of age on December 31 of the current year to compete at the Youth Athletics or Junior Olympic National Championships.”

** Athletes who are still 18 through the final day of the USATF National Junior Olympic Track & Field Championships are eligible to compete in the 17-18 age division through that meet. This extended eligibility does not apply to cross country events.

General Information

Ocean Breeze Park boasts a 135,000 square-foot, state-of-the-art indoor track and field facility. The athletic complex was funded by the City's PlaNYC initiative, with construction managed in coordination with the New York City Department of Design and Construction (DDC). The facility has become a premier destination for athletic events, drawing competitors from around the country. The elite-level hydraulically-banked competition track will be able to be converted from eight to six lanes, can incline up to 4.5 feet, and will have commanding views of the nearby Verrazano-Narrows Bridge and even the Freedom Tower in lower Manhattan. A warm-up area will feature fitness and cardio rooms and a covered parking lot will accommodate 160 cars. NYC Parks worked with track and field professionals and community groups throughout the planning process and continues to work with local partners to explore youth and adult programming opportunities
 
In keeping with the sustainability goals of PlaNYC, Parks and DDC are seeking a LEED Silver rating for the building, and have incorporated features to conserve energy and water into the design. Sustainable features for the building include geothermal heating and cooling, displacement ventilation, harvesting of storm water to recharge surrounding wetlands, a "cool" roof and recycled materials.  In addition, the building will take advantage of the cool ocean breezes to provide natural ventilation for the majority of the year.  Natural daylight harvested through skylights, windows, light shelves and clerestories will either eliminate or supplement the necessity for artificial lighting much of the time.  The surrounding sand dunes, wetlands, grasslands and shrub forest comprising much of Ocean Breeze Park will be preserved.

Special Event Parking

Parking is available at the Ocean Breeze Athletic Complex free of charge.

Parking for spectators is located on Father Capodanno Blvd. in parking lots #4 and #6 (approximately 300m)

Parking for participants arriving on bus is located on Father Capodanno Blvd. in parking lot #9 (approximately 1,400m)  Buses will be permitted to drop-off on the Northside of Father Capodanno Blvd. and pick-up will be located on the Southside of Father Capodanno Blvd.

We ask that buses do not park on residential streets.

Event Check-In

There will be separate check-in areas for Running and Field events. Field event athletes will check-in at their competition venue. Athletes must check in at the designated areas 45 minutes prior to the event's scheduled starting time. All athletes will be required to remain in the designated warm-up areas after checking in.

Warm-Up Area

A 150-meter Mondo warm-up loop Warm-up is located on the first floor of the facility. This is an athlete only area. Coaches and parents will not be permitted to enter this area. Franklin D Roosevelt boardwalk is located across from the Ocean Breeze Facility.

Only ¼” pyramid spikes are allowed on Mondo track surface.

During competition, event results will be posted at the track facility. Additionally, event results will be posted at Newyork.usatf.org and www.oceanbreeze.org.

Implements & Equipment

A limited number of implements will be provided by meet management. All starting blocks and batons will be supplied by meet management.

Personal Implements Weigh-In

The use of personal implements will be permitted but will be subject to use by any competitor in the field. Weigh-in is  90 minutes prior to the start of event.

Seeding and Advancements

Seeding: Seeds will be based on Personal bests from the 2019 outdoor season or 2020 indoor season.
If there is an issue with your seed email John Padula before the entry deadline.

Advancement: For all running events from 55m through 400m, there will be two rounds of competition. The eight fastest times in the 55m and 55hh, and the 6 fastest times in the 200m and 400m shall advance from the first round to the final in all age divisions.

The top eight competitors in each field event shall advance to the finals of their age division.

Opening Heights

Opening heights for the High Jump and Pole Vault will be three increments below the Youth Performance Guidelines. Incremental increases will be 5 cm in the High Jump and 15 cm in the Pole Vault.

Pole Vault

Refer to USATF Rule 302.5(n). All competitors must provide their own vaulting poles. Vault athletes must report to be weighed at the venue. Athletes must have their competition bib and all poles they wish to use, verified.  Weigh-in and pole inspection will take place at the vault venue one hour before each event.  All poles will be inspected for manufacturers’ pole ratings and the maximum top hand hold position as determined by the manufacturer. The competitors’ weights must be at or below the manufacturers’ pole ratings. No exceptions.

Meet management will not be responsible for any pole that is shipped to or impounded at the meet without a hard, protective case.

Athletes may ship poles for delivery no later than Wednesday March 18th, 2020. Shipments should be sent to the following address:

Protests

There will be a $100.00 fee for all protests. Protests must be submitted to the Protest Referee no later than 30 minutes after a result has been posted. The protest fee will be refunded if the protest is upheld.

Rules: Conduct and Facility

The following are not permitted at Ocean Breeze Athletic Complex.

  • Alcohol
  • Smoking
  • Glass or metal containers
  • Food/Gum on the track or the infield
  • Pets
  • No liquids other than water are allowed on the track surface
  • Coolers are not permitted in the facility

Any inappropriate or destructive behavior that violate NYC Parks rules www.nycgovparks.org/rules will result in expulsion from the facility with no refund.
