Packet Pick Up


Packet pick up will be available during the following times and locations:

Thursday, March 8th
5:30 p.m. – 8:00 p.m. - Ocean Breeze Athletic Complex
Friday, March 09th 
 8:45 a.m. to 7:00 p.m. – Ocean Breeze Athletic Complex
Saturday, March 10th 
 7:45 a.m. to 5:00 p.m. – Ocean Breeze Athletic Complex
Sunday, March 11th 
8:15 a.m. to 2:00pm –Ocean Breeze Athletic Complex

Bib Numbers

All competitors must wear their assigned bib numbers on the front of their jersey during competition. If an athlete loses the bib number, a replacement may be purchased for a fee of $8.00. *Note: No entry changes/no substitutions/no adds/no new entries/seeds or changes will be accepted at the meet site. However, Meet Management will correct all data entry mistakes; and all sex and division errors.

Eligibility Requirements


Individuals: USATF Membership: This meet is open to 2018 USATF member athletes who fall within the youth age divisions listed below. You may check the status of your USATF membership through your association’s website. Memberships can be obtained online or through your Association Membership Chair (http://www.usatf.org/associations).
Proof of Birth: Each athlete's date or birth must be verified and included as part of their USATF member profile before the athlete's entry can be submitted for online registration. If the athlete's date of birth has been verified in the past and their membership was renewed they will be able to submit their entry without requiring additional verification. Proof of Birth (copy of birth certificate, passport, certified baptismal record, driver’s license or U.S. government identification) should be emailed to your association membership chair (please included the athlete's USATF membership on the document. See USATF Competition Rules, Rule 300.1 (i) for further information.

Clubs: for a club to be considered active it must have renewed its club membership for 2018 and have at least one coach who has completed and passed a background check. A list of current USATF member clubs can be found via your association’s website.
Relays: Each member of a relay team must be affiliated with the registered USATF club in their membership profile. HS Relays must be athletes from the same HS, USATF members and age verified.

FEES & ENTRY DEADLINES

Deadlines & Fees: On-Time: by March 5, 2018 (11:59 pm EST) $10.00/individual event $34.00 per relay
Youth competitions typically take place in two-year age divisions. These age divisions provide young athletes the opportunity to compete with other athletes of similar ability.
 
The age divisions for competition year 2018 are as follows:

* Per USATF Rule 300.1 (c) “Athletes must be at least seven (7) years of age on December 31 of the current year to compete at the Youth Athletics or Junior Olympic National Championships.”

** Athletes who are still 18 through the final day of the USATF National Junior Olympic Track & Field Championships are eligible to compete in the 17-18 age division through that meet. This extended eligibility does not apply to cross country events.

Awards


Top 6 in each event earn 2018 USATF Hershey Youth Indoor Championship medals.

Qualifying Information


There are no qualifying requirements for this year’s championship. Any youth age verified member may compete.

Event Check In:

There will be separate check-in areas for running and field events. Athletes must check in at the designated areas 45 minutes prior events scheduled starting time or when the event is called. All athletes will be required to remain in the designated warm-up areas after checking in.

Warm-up Area:

A 180 meter mondo warm-up loop warm-up is located on the first floor of the facility. Alternative options are Franklin D Roosevelt boardwalk and greenway which is located across from the Ocean Breeze Facility and stretches over 4 miles.  Ocean Breeze Park also has over 5 miles of nature trails suitable for warm-up.

Spikes:

Only ¼” pyramid spikes are allowed on mondo track surface. This will be strictly enforces and athletes may not be able to complete with any other type of spike on.

Event Results:

During competition, event results will be posted in the atrium. Additionally, event results will be posted at usatf.org and http://www.oceanbreezenyc.org. Updated results, meet program, and heats information can also be found by downloading Active Meet Mobile in your app store.

Concession

A concession stand will be open during the meet offering a wide range of options for various dietary needs.

Implements Weigh-in

At the track 75 minutes prior before each event.  Once an implement is weighed in it becomes property of the meet until the conclusion of the event and will be impounded.  Any implement not meeting specifications will also be impounded until the conclusion of the competition.

Limited number of implements will be provided by meet management.

Seeding and Advancements

Seeds will be based on personal bests from the 2017 outdoor season or 2018 indoor season.  All marks must be verified and available in Athletic.net to be used for seeds. 
Per Rule 303.6 for all running events from 55m through 400m, there will be two rounds of competition. The eight fastest times in the 55m and 55hh, and the 6 fastest times in the 200m and 400m shall advance from the first round to the final in all age divisions.
The top 8 competitors in each field event shall advance to the finals of their age division.

Starting Blocks

Due to the anticipated increase number of participants, the Games Committee has determined that athletes 14 and under will not be permitted to use starting blocks in the preliminary rounds of the following events:
  • 55m
  • 55m High Hurdles
  • 200m
  • 400m

Opening Heights

Opening heights for the High Jump and Pole Vault will be three increments below the Youth Performance Guidelines. Incremental increases will be 5 cm in the High Jump and 15 cm in the Pole Vault.  Please note that the games committee has the right to make adjustments to the opening heights at the close of entries.

Pole Vault

Refer to USATF Rule 302.5(n). All competitors must provide their own vaulting poles. Vault athletes must report to be weighed with their bib numbers and poles based on the schedule below. All poles will be inspected for manufacturers’ pole ratings and the maximum top hand hold position as determined by the manufacturer. The competitors’ weights must be at or below the manufacturers’ pole ratings. NO EXCEPTIONS. Poles will be impounded at the time of inspection. Athletes will pick-up their poles and report to the competition site at time of warm-up for the event.

Meet management will not be responsible for any pole that is shipped to or impounded at the meet without a hard protective case.

Weigh-in and pole inspection will take place at the vault venue 75 minutes before each event.

Protests: There will be a $100.00 fee for all protests. Protests must be submitted to the Protest Referee no later than 30 minutes after a result has been posted. The protest fee will be refunded if the protest is upheld.

Rules – Conduct & Facility:

The following are not permitted at Ocean Breeze Athletic Complex.
  • Alcohol
  • Smoking
  • Weapons
  • Air mattresses
  • Glass or metal containers
  • Food/Gum on the track or the infield
  • Animals with the exception of certified service animals
  • No liquids other than water are allowed on the track surface
  • Hard Coolers of any type
  • Tents
  • Chairs
Any inappropriate, destructive, or disrespectful behavior that violate NYC Parks www.nycgovparks.org/rules or the Ocean Breeze Athletic Complex rules will result in expulsion from the facility and disqualification from all events with no refund.  Individuals in violation of any city rule are also subject to fines outlined on the above rule page.  Disrespectful behavior of staff, officials or volunteers will not be tolerated and will result in immediate disqualification.
