Beginning on Tuesday, June 11 at 5:00 PM, an official event bib will be required for access to Hayward Field. Athletes and coaches must have their bib or wristband to enter the facility during open hours.

CREDENTIALS (RC, RMP)

Registered Coach (“RC”) and Registered Medical Provider (“RMP”) (collectively “Support”) credentials are designed to allow an athlete’s coach and/or personal support access to specified areas that may include the stadium, warm-up area, and/or practice track for the purpose of preparing for competition and access to seating in the competition venue in order to support your athlete. Credentials are non-transferrable, and each support person will only be allowed to receive a maximum of one credential per category.

  • Individual must be 18 years of age or older to be listed as a Support person.
  • Individual must be a current (2024) member of USA Track & Field.
  • Individual receiving the Registered Coach (“RC”) credential must also be a current (2024) member of USA Track & Field’s Coaches Registry Program, which includes completing an accepted Education Standard option. **View the Registered Coach section below for more information on the application process.
  • Individuals receiving the Registered Medical Provider (“RMP”) credential must be a current (2024) member of the USATF Medical Provider Registry which includes passing the NCSI medical licensure screen. **View the Registered Medical Provider section below for more information on the process for receiving this credential.

Credentials can be obtained at the Accreditation Center on-site for the following events:

  • 2024 USATF U20 Championships

Athletes will have the option to designate one (1) complimentary credential per Support category listed below by specifying the membership number of the qualified individual designated to receive that option on his or her online registration (entry form).

After the declaration window has expired, changes must be made on-site at the athlete accreditation check-in table. Only athletes are able to designate Support on-site.

*Each athlete upon checking in will be provided one coaching box pass, that will grant access to the stadium, to be given to either their designated Registered Coach or Registered Medical Provider.

RC – REGISTERED COACH CREDENTIAL (BEST OPTION FOR COACH)

All coaches designated to receive a “RC” credential must be USATF 3-Step Safe Sport Compliant, meet the USATF Education Standard, and be specified on the athlete's entry form in advance or added (by athlete) late on-site. Individuals must have a green (current) status on USATF Connect under the Memberships, Center for SafeSport Training, Background Screening, and Coach Certifications tabs through the last date of competition. A requirement marked “Pending Approval” does not qualify as current. Please allow 10 business days for new/renewal screenings to complete. Please view the following link for more details on the USATF Coaches Registry. 

RMP – REGISTERED MEDICAL PROVIDER CREDENTIAL (BEST OPTION FOR PERSONAL MEDICAL)

Personal Support designated to receive a “RMP” credential must be USATF 3-Step Safe Sport Compliant, pass the NCSI medical licensure screen, and be specified on the athlete's entry form prior to the close of entries or added (by athlete) late on-site. Only the individuals specified by participating athletes for this purpose will be allowed to receive a “RMP” credential. Only individuals with an RMP credential will be allowed to perform manual therapies inside of the facility. You will not have the option to sign up for the USATF Medical Provider Registry after the close of entries to obtain a medical credential.

DISTRIBUTION PROCESS ON-SITE

The 2024 USATF U20 Championships is a controlled access event. Starting Tuesday, June 11, until the end of competition on Thursday, June 13, credentials must be worn for admittance into the venue.

  • Athletes must appear as “qualified” or “accepted” and “declared” on the “View Public Entries” page of the USATF website in order to receive a credential.
  • All athlete Support persons must be designated as athlete support persons by an athlete who is “qualified” or “accepted” and “declared” per the “View Public Entries” page of the USATF website to receive a credential.

All individuals will be required to show a photo ID to pick up their credentials.

PRACTICE TIMES

HAYWARD FIELD

Beginning Tuesday, June 11th at 5:00 PM Hayward Field will be a secure facility. Bibs or Wristbands are required to enter the facility, including athletes and coaches.
 
Practice times are subject to change.
 
The practice track will be open on Tuesday, June 11th from 5pm-8pm.
 
The main stadium will be open for practice, this includes field event venues. The javelin runway will be open but throwing will not be permitted.
 
Discus will be open for practice at the hammer area from 5:00pm-6:30pm
 
Hammer will be open for practice following discus open practice from 6:30pm-8:00pm

SERVICES AT HAYWARD FIELD

MEDICAL

Medical staff will be on-site during meet hours with physicians and trainers. The medical tent is located behind the stadium, near the warm-up track.

PARKING

Click here to view the University of Oregon parking map. While there is no special designated parking for the meet, there is metered and neighborhood parking available near the track, including next to the venue on 18th ave. and University St. There are no university or community shuttles to parking, but some hotels may have shuttles. Please abide by all posted parking rules or you will be subject to ticketing and towing.

  • Athlete Entry
    • For security purposes, athletes and athlete support personnel entering the warm-up area or the competition stadium may be subject to bag screening. It is recommended that you bring as little as possible to the track so that your entry will be timely.
  • Warm-Up
    • Warm-up for athletes will be located on Field 3 at Hayward Field. Athletes should plan to warm-up for their events and only bring necessary equipment to the check in tent. Generally, the warm-up area will open at least 120 minutes before the first event and stay open for 60 minutes after the final event.
  • Call Room 1
    • All athletes must show a competitor number to check-in for running or field events. Competitor numbers are provided in the team packet and remain the same for each athlete for all days of competition.
    • No PA announcements or event calls will be made. Athletes and coaches are responsible for knowing the event schedule.
    • For the safety and security of your items and others, please do not leave your personal items unattended in the clerking or warm-up areas.
    • All athletes must check in for their event(s) at the Call Room. Just prior to the event start time, athletes only will be escorted to the Call Room 2, except for hammer athletes who will be escorted directly to their event site, located under the stadium. All athletes must check in, at minimum, at the clerk's table according to the schedule below:
      • Running Events: 45 minutes prior to start of event
      • Throwing, Horizontal Jumps: 90 minutes prior to start of event
      • High Jump: 90 minutes prior to start of event
      • Pole Vault: 120 minutes prior to the start of the event
    • Athletes may be asked to complete an “Athlete Shoe Declaration Form”
  • Call Room 2
    • Athletes will be escorted from Call Room 1 to Call Room 2. Athlete support will not be allowed access to Call Room 2. Call Room 2 is located under the stadium (please see enclosed map). Athletes may receive final competition instructions in this space.
  • Athlete Introductions
    • Athletes may be introduced for finals. Athletes will be escorted and instructed in this area on what to do and when to proceed to the track.
  • Competition
    • Athletes should not leave their competition without an escort. No coaches will be allowed on the field of play under any circumstances. For field events, coaches box passes can be picked up by the athlete at Call Room 1. It is the athlete’s responsibility to give the coaching box pass to their designated support person.
  • Awards
    • Please refer to the “Awards Presentation” section.
  • Media Mixed Zone
    • Athletes will be required to go through the mixed zone at the end of their competition. All athletes will be escorted out of the stadium via the south tunnel and will be led to the Media Mixed Zone.
    • All athletes must exit the track and proceed through the mixed zone on Field 2. Press and USADA have access to this area.
  • Athlete Recovery
    • Following completion of the competition, all athletes will be escorted off the Field of Play through Door 3 (the south tunnel). Athletes will then be escorted through to the Media Mixed Zone located on Field 2. After exiting the Media Mixed Zone, athletes will be in the Athlete Recovery.
  • Drug Testing
    • If athletes are selected for drug testing, they will be notified by a USADA chaperone post-event. The chaperone will then guide the athlete to the appropriate area. Please remember after receiving a doping control notification form, you must immediately report to the Drug Testing Center.
    • Because this is a competition where drug testing may be conducted, athletes should under no circumstances leave the field of play after competition except by being escorted through the south tunnel.

IMPLEMENT INSPECTION AND WEIGH IN

All implements will be checked in the tunnel area, under the stadium. House implements, with the exception of pole vault poles, will be available on-site. Athletes may also bring their own implements. Implement inspection will be available during stadium hours, implements should only be checked on day of competition.

SPIKES & APPROVED SHOES

SPIKES

All athletes must use only pyramid spikes that are no longer than 1/4-inch (7mm) in length, except for high jump and javelin where 3/8-inch (9mm) or lesser spike may be used.

APPROVED SHOES

The Shoes worn need to be Approved by World Athletics. This list is updated weekly and posted on the World Athletics web site https://www.worldathletics.org/about-iaaf/documents/technical-information. World Athletics Approved Shoe list is posted in Manuals & Guidelines.

TEAM PROCESSING INFORMATION

The 2024 USATF U20 Championships scheduled for June 12 – 13, 2024 in Eugene, Oregon will serve as the Selection Event for the 2024 World Athletics U20 Championships. All athletes are required to complete the virtual Team Processing in order to be eligible for selection. Athletes who fail to complete team processing during the timeframes listed below will forfeit their rank for selection to the 2024 World Athletics U20 Championships national team.

The 2024 World Athletics U20 Championships will take place August 27 – 31, 2024 in Lima, Peru.

Team Processing Quick Facts

  • Athletes eligible for selection to the World U20 Championships team must place among the top 6 in their event at the Selection Event AND must have achieved the World Athletics qualifying standard by the conclusion of the Selection Event on June 13, 2024.
  • USATF will reach out to eligible athletes as above during the week of July 8, 2024 to confirm acceptance of spot on the Team and to complete virtual Team Processing.
  • Athletes who are contacted by USATF during the week of July 8, 2024 must be able to provide a valid passport that does not expire before February 28, 2025. Athletes not in possession of a valid passport are considered ineligible for selection to the World U20 Championships team.
  • Information on dates of travel, housing and other team logistics will be provided during virtual Team Processing.
  • USATF National Office is primarily responsible for athlete travel for the World U20 Championships. USATF will book the athlete's ticket and USATF will pay for a roundtrip ticket from the athlete's home city to Lima, Peru and back to the athlete's home city.

Personal Coaches

World Athletics may make available to Team USATF a limited number of credentials for personal coaches. Information including cost of the credential and access will be provided during virtual Team Processing, or shortly thereafter. In order for USATF to apply to World Athletics on behalf of a personal coach for credentialing, the personal coach MUST (a) be the coach of record for an athlete selected to a USATF National team and (b) be a member of the USATF Coaches Registry. The personal coach credential is not available for friends and family, unless they are the legitimate and substantiated personal coach of record. To be a member of the Coaches Registry, an individual must:

  1. Be a current adult USATF member.
  2. Pass the USATF background screen.
  3. Successfully complete the U.S. Center for SafeSport Training course.
  4. Accept and adhere to the SafeSport Handbook.
  5. List current coaching affiliation on membership profile.
  6. Fulfill Education Standard and submit verification application through USATF Connect.

AWARDS PRESENTATION

A Gold Medal, emblematic of the U20 Championships of the United States of America, will be given to the winner of each Championship event, a Silver Medal to second place, and Bronze Medals to third through sixth places. Winners may be recognized on the field of play after competition and will be escorted as needed for recognition. Athletes receiving medals will be notified in the post-event flow and instructions will be given at that time. Medal ceremonies will take place shortly following the event conclusion.  

PROTESTS AND APPEALS

Initial protests related to events occurring during the competition must be orally voiced by the athlete to the head of the event immediately. Subsequently, the protest must be formally made in writing, either by the athlete or the athlete’s representative with an athlete support type credential on behalf of the athlete.
 
The protest must be completed, signed and submitted at the protest table no later than 30 minutes after the official posting of the results on the USATF website and must be accompanied by a $100.00 cash protest fee. The protest fee is non-refundable unless the decision is reversed. Protest forms and USATF Competition Rulebooks will be available at the Protest Table located in the small tent just south of Athlete Recovery on Field 3. The decision of the Referee will be posted at the Protest Table and a copy will be available for the athlete filing the protest as soon as the information is available. The $100.00 protest fee will be refunded for all petitions that result in the action being reversed by the Referee’s decision.
 
Appeals to the referee's decision may be made at the protests table for $100.00 which is Non-Refundable unless the Referee’s ruling is reversed. The Jury’s ruling is FINAL.

U20 DECLARATION PROCESS

ENTRY STATUS CATEGORIES

  • Open - entry received but not yet in the verification process (all entries start in this category)
  • Qualified - mark has been verified and is accepted for entry into the championships.
  • Info Needed - entry requires additional information or required documents (e.g., DOB verification, citizenship, name of meet director) are missing
  • Accepted* - used primarily during or following the declarations process to indicate a mark that is being accepted.
  • Not Qualified - mark not acceptable; reasons vary
  • Not Accepted - entry not accepted; reasons vary
  • Updated - mark has been updated/changed and must be re-verified

*Accepted - Athlete had not met the qualifying standard for an event. However, the Sport Committee will accept a non-qualified mark to fill the field only if there is an insufficient number of athletes entered who have met the qualifying standard for that event. In this case, the committee will go down the list of entered and declared athletes (that have not met the qualifying standard) only as deep as is needed to fill the field.

Note: USATF Rule 11.3(b) concerning adding athletes to make a competitive field, and USATF Rule 8 concerning automatic qualifications, will be used.

DECLARATION STATUS CATEGORIES

  • Open - declaration not yet made (all entries start in this category)
  • Declared - athlete has declared his/her intent to compete
  • Pending - athlete has declared his/her intent to compete, but entry has an updated mark that must be verified or requires additional information (i.e. DOB verification)
  • Not Accepted - declaration not accepted; reasons vary
  • Scratched - athlete has declared his/her intent to not compete in the events(s) entered

Note: All Entrants should declare during the declaration period. This helps the seeding committee make decisions on “Accepting” marks that do not meet the qualifying standard for the purpose of filling the field for each event.

Steps to Declare

DECLARATION WINDOW

On-time: Tuesday, 6/4/24 from 12:01 a.m. PT to Wednesday, 6/5/24 by 11:59 p.m. PT.

  1. Go to: Entry/Declaration Form
  2. Click the tab along the top of the entry form labeled "Manage My Registration" or “Declare.”
  3. On the login screen, choose how you will log in (as an "Individual Registrant," as a "Representative/Coach," or as a "USATF Club Administrator/Coach").

Late declaration by petition ONLY: Thursday, 6/6/24 from 12:01 a.m. to 11:59 p.m. PT. Late declaration petitions can be filed by emailing Michael Nussa at Michael.Nussa@usatf.org.

IF YOU ARE LOGGING IN AS AN "INDIVIDUAL REGISTRANT":

  1. Select "Individual Registrant" in the drop-down menu on the login screen.
  2. Enter your e-mail address (the one that's part of your USATF Connect profile).
  3. Enter the registration password that you received in your confirmation e-mail from the entry system (it's located at the bottom of the e-mail under the heading "Managing Your Registration"). If you don't have your confirmation e-mail, you can reset your registration password by clicking the "forgot your password" link on the login screen and following the on-screen instructions.
  4. Click the "Login" button.
  5. You will now be presented with a menu of choices; click the link labeled "Declare for your events."
  6. On the next screen, select "declare" or "scratch" for each of your events.
  7. If you want to update your qualifying mark, click the linked labeled "click to edit" next to the information you want to update.
  8. After you've made all your changes, scroll to the bottom of the form and click the "Save" button to save the changes.

IF YOU ARE LOGGING IN AS A "REPRESENTATIVE/COACH", YOU WILL NEED TO:

  1. Select "Representative/Coach" in the drop-down menu on the login screen.
  2. Enter your e-mail address (the one you entered on the payment screen when you registered your athletes and the one at which you received the registration confirmation e-mail).
  3. Enter the registration password that you received in your confirmation e-mail from the entry system (it's located in the e-mail under the heading "Managing Your Registration"). If you don't have your confirmation e-mail, you can reset your registration password by clicking the "forgot your password" link on the login screen and following the on-screen instructions.
  4. Click the "Login" button.

STEPS TO DECLARE FOR THE USATF U20 OUTDOOR TRACK & FIELD CHAMPIONSHIPS:

  1. On the next screen, click the link labeled "Manage declarations" in the box on the right side of the screen.
  2. On the next screen, select the declaration category and/or event you want to view, and click the "Next" button.
  3. On the next screen, select "declare" or "scratch" for each of your athletes' events.
  4. If you want to update a qualifying mark, click the linked labeled "click to edit" next to the information you want to update.
  5. After you've made all your changes, scroll to the bottom of the form and click the "Save" button to save the changes.

IF YOU ARE LOGGING IN AS A "USATF CLUB ADMINISTRATOR/COACH," YOU WILL NEED TO:

  1. Select "Representative/Coach" in the drop-down menu on the login screen.
  2. Enter your USATF club number.
  3. Enter your USATF membership number.
  4. Enter your USATF membership password
  5. Click the "Login" button.
  6. On the next screen, click the link labeled "Manage declarations" in the box on the right side of the screen.
  7. On the next screen, select the declaration category and/or event you want to view, and click the "Next" button.
  8. On the next screen, select "declare" or "scratch" for each of your athletes' events.
  9. If you want to update a qualifying mark, click the linked labeled "click to edit" next to the information you want to update.
  10. After you've made all your changes, scroll to the bottom of the form and click the "Save" button to save the changes.

Steps to Update Affiliations

AFFILIATION UPDATES MAY BE MADE UP UNTIL CLOSE OF ENTRIES: Monday, 6/3/24 at 11:59 p.m. PDT.

  • REVIEW:  Before completing your registration/entry, review your affiliations (club, university, military, corporate sponsor) for accuracy by logging into your USATF Connect profile/membership. (You will use your email address and password associated with your USATF membership account.)
  • UPDATE: Should you need to update an affiliation prior to registering for the event, please follow these instructions:
    • Club Affiliation:   Log into USATF Connect, click on 'View profile' or the name of the member under 'My Members', click on the 'Memberships' tab, click the three dots on the far right , click 'Transfer', click 'Start Transfer'. You will then add the name of the club. Select that it is not a temporary move and submit the request. 
    • University and Military Affiliation Updates:  Log into USATF Connect, click on 'View profile' or the name of the member under 'My Members', click on the 'Memberships' tab, then click on the ‘Individual Membership’.  Scroll to the ‘Additional Affiliations’ page and select the University or Military affiliation you need.  Then scroll to the end of the application and click ‘Save.’    
    • Corporate Sponsor Affiliation Updates:  These requests must be submitted in writing.  Please send an email to lori.bird@usatf.org.
  • REGISTER:
    • 2024 USATF U20 Outdoor Championships
  • MAKING UPDATES TO REGISTRATION:
    • If you need to update your affiliation after your registration has been complete, the athlete received a confirmation email to the email address on file under the athlete's USATF Connect profile. This email will contain the password to log back into the entry/registration to update (affiliations, credentials, marks). The password is located under the heading "Managing Your Registration" on the registration page. This email confirmation with password is only sent to the email address that’s on file under the athlete's USATF Connect profile. Even though the entry system gives you the option to send a receipt/confirmation to an alternate email address, the password will only be sent to the email address on file under the athlete's USATF Connect profile. 

Please note: the password that is tied to an athlete’s USATF Membership Connect Profile will not work to complete an entry/registration or to log back in to update marks, affiliations, and credential information for an entry/registration. After the entry/registration is completed, the information is sent via the confirmation email.

ATHLETE/ATHLETE SUPPORT SEATING

Athlete and Athlete support seating is in the General Admission sections of the stadium. Any accredited individuals may sit in General Admission seating.

ANTI-DOPING

USA Track & Field is pleased to support integrity in competition, and to announce it has contracted with the U.S. Anti-Doping Agency to provide anti-doping services at certain USATF Championships, which may include the event you have registered for. USADA is the independent national anti-doping organization in the United States, and runs the U.S. anti-doping program for Olympic, Paralympic, Pan-American and Parapan American movement sports, in accordance with the World Anti-Doping Code. USA Track & Field has contracted with USADA to demonstrate a commitment to fair, drug-free, and safe competition. Doping, as defined in the USADA Protocol for Olympic and Paralympic Movement Testing and its Annexes, is against the rules of the Event and will not be tolerated. The anti-doping rules for the Event are set forth in the USADA Protocol and are fully applicable to each competitor, each member of the competitor’s team, and all athlete support personnel involved in the Event. Any violation of the anti-doping rules may result in disqualification and loss of results achieved during the Event, in addition to all consequences that arise in accordance with the USADA Protocol and the Code.
 
Athletes competing in the Event are subject to blood and/or urine testing for any substance or method on the World Anti-Doping Agency Prohibited List: http://www.usada.org/prohibited-list/. In addition to testing, USADA is a resource for educational information and will have jurisdiction to handle the results management process of any potential anti-doping rule violation. All Event participants (including competitors, each member of the competitor’s team, and all athlete support personnel involved in the Event) acknowledge and agree that they are subject to the Code and the USADA Protocol, and that they are required to abide by all such rules and by the anti-doping rules of USA Track & Field and the Sanctioning Body. Anti-doping rule violations will be adjudicated in accordance with the USADA Protocol, and each participant agrees that their sole, exclusive, final and binding remedy in relation to any potential anti- doping rule violation alleged by USADA and/or in response to any matter relating to anti-doping, sample collection, drug testing, doping control, results management and/or USADA shall be arbitration in accordance with the USADA Protocol.
 
As USADA is an independent entity, all athlete questions, or concerns regarding details of the anti- doping program should be directed to USADA. In an effort to aid athletes, as well as all support team members such as parents, coaches, managers and paramedical personnel, in understanding the rules applicable to them, USADA provides comprehensive information on its website regarding the testing process and prohibited substances, how to obtain permission to use a necessary medication, and the risks and dangers of taking supplements as well as performance-enhancing and recreational drugs. Athletes looking for information about the testing process can start at www.usada.org/athletes. ADA ACCOMMODATIONS FOR ATHLETES

USA Track & Field has specific procedures to be followed by disabled athletes wishing to compete in able-bodied competitions against able-bodied Athletics athletes. Please note that the disabled athlete must first meet the eligibility requirements applicable to the relevant competition, including having achieved the required qualifying standard, if any. The disabled athlete is responsible for initiating the ADA Accommodation Request procedures sufficiently in advance to enable USATF to complete its review and decision-making process prior to the relevant competition. Please see the USATF "Policy & Procedures for Accommodation Requests Pursuant to the Americans with Disabilities Act" for more information.
