Chair Report - December 2009 - Gary Snyder
"Building the base, growing the future."
The Annual Meeting is over and I can report that the Masters T&F Committee discussed numerous issues and made progress overall. I want to thank the committee for all their efforts through the year because without them we would all be simply running around the neighborhood with no place to go.
Several days before the meeting began I received an email resignation from the MTF Vice Chair Janet McCarty Smith who explained that changes in her life had caused her to review her priorities. Thank you for your past service on the Executive Committee and all the best for the future.
Also, after a ruling by the USATF Chief Financial Officer to reduce his payment for work on the MTF website from $4500 to $2000 due to an Ethics Rule that limited payments to committee members Dave Clingan emailed his resignation to me. Daveís contributions to MTF are too numerous to list and we all wish him well and hope to see his return.
I have appointed Robert Thomas as Vice Chair until an election is held in December 2010 to fill the position. I have asked Robert to design and develop a comprehensive plan to conduct clinics for our regions. The clinics are a major component of our Membership Increase Initiative in 2010.
Mary Trotto was elected by the Active Athletes as their Chair.
Membership Increase Initiative
John Oleski showed a preview of the membership film and explained that filming will continue at the USA Indoor Championships in Boston. The film looks terrific as the committee sat in silence watching with great interest. The film will be completed late in the year.
The committee voted to increase the Media budget to extend coverage to the WMA Championship Meets. Bob Weiner showed the committee clips that were broadcast on various local television stations during USA Championships. Great stuff.
USA Championships Awarded

Additional details to follow soon. In addition various meets for the multi events, throws and race walk were awarded by those committees.
An exhibition 4x200 relay will be added to the schedule in Boston. The intent is to move toward including it as a championship event as it is in the WMA Indoor meets.
I will announce a three person committee to review the records process and report to the committee at the next Annual Meeting.
I have identified the following areas as candidates for change:
1. Form is awkward and complicated as told to me by both competitors and officials.
2. Records set at certain meets such as Millrose Games; Penn Relays etc should be accepted via a different process.
3. An online status for individual applications should be developed.
4. An MTF appeal process put in place.
WMA Relay Procedures
The current process will continue for the upcoming WMA Indoor Championships in Kamloops. A revised process will be discussed and voted on during the next Annual Meeting in December 2010.
Permanent WMA Delegates
The committee approved a four year term for the two WMA delegated elected by the full MTF committee. The terms will be concurrent with the MTF Officers which begin next in 2013. The alternates will be elected annually.
The MTF website will be live early in 2010 dependant on finding a volunteer to be the webmaster as a result of Dave Clinganís resignation. The website will be accessed from a link on the USATF Masters page.
National Masters News Agreement
An agreement with NMN was approved.
Championship Timing Requirements
Timing requirements were approved and will be incorporated into bid document and resulting contract.
MTF/MLDR Athlete of the Year Selection Process (Awarded at Jesse Owens Banquet)
The committee voted to select a Masters T&F Athlete of the Year and petition USATF National Office to include both the MTF and LDR AOY choices to the Jessie Owens Banquet. Furthermore MTF will consider paying for travel and lodging on alternate years for the recipient.
Physiotherapy for WMA Teams
The committee voted to use MTF funds to pay for travel and lodging for a therapist to be at the WMA meet in Kamloops. Athletes will pay for services rendered. This is a trial which may result in a permanent process for all WMA meets.
National Senior Games
The National Senior Games was issued a sanction post meet by the National Office. As of the annual meeting nine American records were submitted for approval. After a long discussion the committee rejected the records due to sufficient evidence that the NSG games were conducted with less than the required actions by the officials.
