Proposed Bylaw & Operating Regulation Amendment Information
2009 is a Law & Legislation year at the USATF Annual Meeting, meaning that
general amendment proposals to the Bylaws and Operating Regulations will be
considered. The following provides the necessary information for submissions, as
well as the approval necessary for submitting a proposal.
Submitters: Proposed amendments may be submitted only by a
member of USATF.
Format: Proposed amendments shall be in such form as to show the entire section,
subsection, or paragraph, as the case may be, as it will read if adopted, with
all proposed additional language underlined or shaded and all proposed deleted
language containing a line striking through the deleted language. Each
submission shall be accompanied by a brief statement of the rationale for the
submission. The budgetary impact of the proposed amendment shall be estimated
in the submission, along with a description of how the affected constituencies
will be impacted. Please use Microsoft Word for all submissions.
Approval of submissions: Except as set forth below, all proposed amendments must
first be recommended for approval at the time of submission by someone other
than the submitter. The recommender must be either a USATF National
Officer, the chair of any sport, development, or operating committee, any member
of the Law & Legislation Committee, the president of any Association, any
officer or executive director of a national member organization authorized by
Article 5-B. Such approval must be in writing, dated, and placed on the
proposal when submitted. The foregoing recommenders may submit proposed
amendments directly without such an approval.
Deadline and Submission process: Proposed bylaws and operating regulation
amendments must be submitted to Jim Murphy (Chair Law & Legislation Committee)
