Best's breakthrough came at the 1999 U.S. Nationals in Eugene, Oregon, were she finished 2nd in a then-PR time of 4:08.53, qualifying for her first World Championship team...she dropped two seconds off her PR in a race later that summer dipping to 4:06.36.
