Amendments to 2003 USATF Proposed Amendments to the

Rules of Competition

Item 5 – Amend submission by adding:

Amend 245.1(c) by adding the following at the end: The hammer throw is an optional

event in the Junior Olympics until January 1, 2007, when it becomes an official event.

This date is based on the implementation plan developed by Youth Athletics.

Amend the table in Rule 201.6 with specifications for the 12lb hammer.

Replace Rule 242.5(e) with:

In the Shot Put and Discus a 40-degree sector shall be used.

Item 9 – Amend submission:

Change ((should consider)) to may consider.

Item 10 – Amend submission:

Remove ((, appointed by the Games Committee, or the Starter, if none is appointed,))

from the first sentence.

Add to the end of (e): and deliver these to the Competition Secretary.

Item 13 – Append the following to the submission:

Replace the first sentence of Rule 60.2:

Except for time handicap races, all running and walking events shall be started by the

report of a pistol or approved device fired upward after the Starter has ascertained that

competitors are steady and in the correct starting position.

Item 16 – Append the following to the submission:

Move the Note currently in Rule 60.11 to Rule 60.12.

Add new Rule 160.3(c), Rule 242.2(c), and Rule 262.2(c) as follows:

No penalty shall be imposed for the first false start, but the Starter shall disqualify the

offender or offenders on the second false start. False starts are called on individuals, not

on the field.

NOTE: In practice, when one or more competitors makes a false start, others are inclined

to follow and, strictly speaking, any competitor who does so has also made a false start.

The Starter should charge only the competitor or competitors who, in the Starter’s

opinion, were responsible for the false start. This may result in more than one competitor

being charged with a false start. If an unfair start is not due to any competitor, no

competitor shall be charged.

Add to Rule 60.12:

NOTE 1: For Combined Events exception, see Rule 160.3(c).

NOTE 2: For Youth exception, see Rule 242.2(c).

NOTE 3: For Masters exception, see Rule 262.2(c).

Replace the next to last sentence of Rule 60.17 with:

The Starter shall immediately examine all available numerical and graphical information

generated by the false start detection apparatus in order to confirm which athlete(s), if

any, is/are responsible for the false start.
