The 19 September General PVA meeting was
called to order at 7:45 p.m. at Montgomery Blair H.S. by President George
Harris. A Moment of silence was held in
memory of a long time Glenarden member, Bill Thompson’s mother, and Barbara
Smith’s Brother. The May Minutes were
corrected to remove ‘certification’ from officials chair and change ‘election’
to ‘agenda’ in paragraph on Officials Committee and correct typos. The minutes were then approved as corrected.
The Administrator’s report was read by the
Secretary: 2628 members, 60 sanctions, and 54 clubs in 2002. The clubs to be approved for membership were
Team Endure, Olney TC, and Pioneer Track.
Sharon Good moved to accept the three clubs, seconded and passed.
Nancy Betress, Women’s LDR chair reported
the Executive Board approved scheduled LDR Officials training and certification
(after a point of order regarding the word committee by Mr. Platt). The scheduled training, aimed at new
officials with interest in only LDR, is in conjunction with the MD RRCA and
Army Ten Mile and Marine Corps Marathon.
Saturday October 19 from 9am-11am at Crystal Gateway Marriott, pre-entry
only by October 16. Saturday October 26
from 1pm-3pm at the Hyatt Regency Crystal City, pre-entry only by October
23. Each session is limited to 30 and
applications are available 301-588-4426.
Bob Platt moved “pursuant to Article 13B that the clinics be subject to
coordination and supervision under the officials committee”, seconded and after
discussion passed. Jim Vandak director
of the Amy Ten Mile and Masters LDR chair reminded attendees that all are
volunteers working for the good of the sport.
Officials Certification Chair Bill Thompson concurred. Darrell General, Men’s LDR chair, announced
that Ben Cook was selected by previous performances to attend the 10K National
Championship in Mobile AL under the USATF development program.
Henry McCallum, Youth Chairman
reported that sites for the July 2004
Youth Nationals (awarded to PVA at 2001 USATF convention) may be Morgan State
University or the PG Sportsplex. PG
currently lacks enough seating and bathrooms.
The PVA JO Cross Country meet is November 3 at Greenbelt Park and must
be pre-entered (301-621-9041). Regional
JO November 23 and National JO December 14 are both in Carrollton GA.
Tim Baker, Men’s T&F chair,
highlighted indoor track meets scheduled with University of MD at the
Sportsplex on December 7, January 4, and January 25. These are college meets with 35 teams committed to compete, but
open athletes who are competitive at that level may apply. PVA will host an Historically Black College
meet at PG on February 8-9 with 30 teams committed to compete. The PVA Association indoor championship may
be 8 March at Episcopal H.S. with youth in a.m. and adults in p.m. Melvin Fields, Masters T&T chair, announced
Glenarden TC will sponsor all-comers meets at the Sportsplex on December 14,
January 5 & 19, and February 2.
December 28 is the Hagerstown indoor all-comers meet. Sharon Good reported that the Potomac Valley
Games (which included PVA open and master’s championships and Southeastern
Masters) were held Labor Day weekend.
Attendance was down due to rain Sept 1, but two national records were
set in the women’s mile by Kathryn Martin and Marie Louise Michelsohn of NY.
Officials did an excellent job regardless of the weather.
Barbara Smith presented a four-month
written Treasurer’s report and answered questions. Herb Nichols moved to accept the report, seconded. Bob Platt
moved to amend “to ask the budget from each committee chairman be submitted by
November 1”. The amendment was
defeated; the original motion passed.
Treasurer’s report will be available upon request to PVA/USATF members
from the administrator. The further
financial report included that National Office requires form 990EZ be filed
each year by Treasurer even though PVA is a not for profit organization. The executive board would like to upgrade to
assist in some travel expense. The
Youth Committee paid entry fees for youth who qualified in individual events at
regional or national JO. Contracts for officials meets will bring some pay to
them
Race Walk Chairman Gwen Nelson announced a planned clinic for those interested in race walking or PVA officials wishing to certify in RW. 12pm-2pm October 13 at TC Williams H.S. in Alexandria, after the 9 am Hour Walk.
First reading of Bylaw Proposals, which must then be passed also at November meeting, followed.
A replacement Paragraph for 9A (see attachment 1) was moved by the Executive Board to include election of the Officials chairman. Bob Platt moved to substitute attachment 2, relating to officials. After discussion the substitute motion was passed by a two-thirds vote, becoming the main motion. The replaced motion (attachment 2) then passed by a two-thirds vote.
Members requested to pull out the proposed new article 13.K and 16 A&C from attachment 1. Passage of the remainder of attachment 1bylaw proposals (mostly language clarification) was moved and passed overwhelmingly.
Annual Meeting of USATF is in Kansas City December 4-8. Those Committee chairs, board members coaches and athletes already selected as delegates were: George Harris, Sharon Good, Barbara Smith, Jan Price, Frances Brown, Ralph Durant, Bill Thompson, Darrell General, Henry McCallum, and Herb Nichols. An additional elite athlete and two more delegate positions remain and any number of alternate delegates. Those interested in being delegates were Charles Mayes, RW Chair Gwen Nelson, Mort Diamond, Lloyd McMillan, Maxine Tunstall, Elmer Powell, Mike Haynie, Novetta Warren, and Larry Carter. The board will select two delegates at its October meeting.
Next General meeting is 7 November at Blair H.S. Meeting adjourned at 9:52.
