Selection Procedures

Selection Event – 2017 USATF Cross Country Championships – February 4, 2017 – Bend, OR
 
Due to the limited time between the 2017 USATF Cross Country Championships and the 2017 IAAF World Cross Country Championships as well as U.S. athletes needing to obtain a visa for entry into Uganda, athletes MUST have a passport valid for at least 6 months past the return date to be considered for the team.  If the athlete does not have a valid passport then the alternate will be offered the position.  
 
Team sizes, Eligibility Criteria and Selection Procedures are as follows:
 
Events Being Contested

  • Under 20 Women: 6 km (6 athletes)

  • Under 20 Men: 8 km (6 athletes)

  • Senior Women: 10 km (6 athletes)

  • Senior Men: 10 km (6 athletes)

  • Mixed Relay: 4x1 loop of the 2km course (2 male and 2 female athletes)

 
Eligibility Criteria
In order to be eligible to be a member of the Team, an athlete must:

  • Be a citizen of the United States and, under USATF and IAAF rules, be eligible to represent the USA at all levels of international competition.

  • Be a USA Track & Field member in good standing at the time of the selection through the end of the 2017 IAAF World Cross Country Championships.

  • Junior athletes must be under the age of 20, but at least 16 years of age on December 31, 2017 (born in 1998, 1999, 2000, 2001).

    • Sign a USATF Athlete Statement of Conditions for participation, if nominated for the Team.

 
Visa Requirement
A visa is required to enter Uganda.  More information on how to process a visa will be available at team processing. Due to the limited time between the USATF Cross Country Championships and the IAAF World Cross Country Championships, proof of possession of a valid passport good for at least 6 months past the return date from the IAAF World Cross Country Championships will be required at Team Processing on February 4, 2017. Accordingly, athletes MUST bring with them when they enter the Team Processing area their passport or a photocopy of their passport, should they be selected for the Team at the 2017 USATF Cross Country Championships (hereafter known as the "selection event").
 
Yellow Fever Immunization Card Requirement
All travelers to Uganda MUST have a Yellow Fever Immunization Card which proves they have had the Yellow Fever shot.  It takes approximately two weeks after you have the Yellow Fever shot to receive the Yellow Fever Immunization Card.  This card is required to apply for a visa.  USATF suggest you have the shot at your earliest convenience but prior to the USATF Cross Country Championships.
 
The following procedures will be used to select Senior and Under 20 athletes:
 

  1. A minimum of (6) athletes who meet the eligibility requirements listed above will select themselves onto Team USA for the IAAF World Cross Country Championships based on descending order of finish in the relevant event at USATF Cross Country Championships.

 

  1. Athletes must commit to a position on Team USA during Team Processing at the USATF Cross Country Championships on February 4, by completing team processing paperwork, including a signed USATF Athlete Statement of Conditions or they will forfeit their place on that squad.

 

  1. If an athlete declines a spot on Team USA (or fails to commit as per #2 above), that spot will then be offered to the next finisher in the relevant race at the selection event until the team is filled or by February 10, 2017, whichever comes first. An athlete declining a position must submit a signed decline form.

 

  1. Team Size: The IAAF currently permits each nation to enter up to (8) athletes in the senior men’s, senior women's, junior men's, and junior women's races.  However, since only six (6) athletes may start the race and only 4 score, Team USA will only select six (6) athletes to travel with the team.  The remaining two athletes will be listed as alternates and will not travel with the team.  Team USA will field a full squad of six (6) athletes per each age group as long as all team members finish in the top 15 at the selection event.

 

  1. If a particular Team USA squad is not filled from among the top 15 finishers at the selection event, the USATF Cross Country Council, in consultation with the National Office, reserves the right to fill the squad size to one (1) athlete more than the number of scorers.

 

  1. In the event that a particular senior Team USA squad is not filled by the top 15 finishers at the selection event, athletes who competed in the selection event and have recorded a performance exceeding the 2016 Olympic Games standard in the steeplechase, 5000m, or 10,000m during the 12 months prior to the IAAF World Cross Country Championships may be selected based on the order in which they finished at the selection event.

 

  1. In the event that a particular under 20 Team USA squad is not filled by the top 15 finishers at the selection event, athletes who competed in the selection event and have recorded a performance exceeding the most recent World Under 20 Outdoor Championships “A” standard in the steeplechase, 5000m, or 10,000m during the 12 months prior to the IAAF World Cross Country Championships may be selected based on the order in which they finished at the selection event.

 

  1. Alternates: Alternates will select themselves following the above procedures and be named to the team if a drop-out occurs prior to a final date set by the Cross Country Council chair in consultation with the National Office Staff.

 

  1. Alteration: USATF reserves the right, based on consultation with the USOC and the State Department, to alter the conditions of travel for this team trip or to cancel the trip if conditions in the host country warrant.

 
Selection Procedures for the Mixed Relay
 

  1. Team Size: The IAAF currently permits each nation to enter two (2) male athletes and two (2) female athletes in the Mixed Relay.  Since only two (2) male athletes and two (2) female athletes may start the race, Team USA will only select those four (4) athletes to travel with the team.

 
Athletes and/or their coaches must indicate desire for selection by contacting Kimberly Sims via email at Kimberly.Sims@usatf.org no later than February 1, 2017.
 

  1. Athletes under consideration will be selected on the basis of performances at 1500-meters, Mile, 3000-meters, or Two-Miles earned between December 1, 2016 and February 12, 2017.

 

  1. Performances at 1500-meters, Mile, 3000-meters, and Two-Miles will be converted and ranked according to their point value using the current version of the IAAF Scoring Tables of Athletics (https://www.iaaf.org/about-iaaf/documents/technical).

 

  1. Athletes will be selected according to their highest point values.

 

  1. Should a tie exist, athletes’ second best performances (according to the point tables) during the same time period will be compared and the athlete with the second best performance selected.

 

  1. If a tie still exists (e.g., none of the tied athletes have a second best performance), then a coin flip shall determine the winner.

 
NOTE: If an opening still exists after following the above procedures, the Cross Country Council may fill the team using whatever procedures are necessary, including offering the position to the next athletes in order at the selection event used for the Senior races.
 

  1. Alternates: Alternates will select themselves following the above procedures and be named to the team if a drop-out occurs prior to a final date set by the Cross Country Council chair in consultation with the National Office Staff.

 

  1. Alteration: USATF reserves the right, based on consultation with the USOC and the State Department, to alter the conditions of travel for this team trip or to cancel the trip if conditions in the host country warrant.

 
Removal of Athletes
 
An athlete who is to be nominated to the team by USATF may be removed as a nominee for any of the following reasons, as determined by USATF:
 

  1. Voluntary withdrawal: Athlete must submit a written letter via e-mail to Kimberly Sims, Manager of International Teams at Kimberly.Sims@usatf.org.

 

  1. Injury or illness as certified by a physician (or medical staff) approved by USATF.  If an athlete refuses verification of his/her illness or injury by a physician (or medical staff) approved by USATF, his/her injury will be assumed to be disabling and he/she may be removed.

 

  1. Violation of the USATF Athlete Statement of Conditions.

 
Involuntary Withdrawal: An Athlete who is named to the team by virtue of an error or oversight (by USATF) may be removed from the team at any time.
