<p class=3DMsoNormal>It is my pleasure to again report on the activities of=
 the
IAAF Masters Committee and my related Master&#8217;s activities since my re=
port
of last year.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The IAAF Masters
Committee&#8217;s<span style=3D'mso-spacerun:yes'>&nbsp; </span>mandate is =
to
oversee Masters Track &amp; Field Worldwide.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>As you may know, Committee members=
 are
elected by the IAAF World Congress from those nominated from all member Fed=
erations
all over the World.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The Commi=
ttee
is Chaired by longtime IAAF Council member Professor Cesar Moreno Bravo (<s=
t1:country-region
w:st=3D"on">Mexico</st1:country-region>) and the current Committee, which w=
as
elected in <st1:City w:st=3D"on"><st1:place w:st=3D"on">Osaka</st1:place></=
st1:City>
in 2007, comprises:</p>

<p class=3DMsoNormal>Elections for four year terms are held each four years=
 and will
be held again in 2011at the IAAF Congress to be held in <st1:place w:st=3D"=
on"><st1:City
 w:st=3D"on">Daegu</st1:City>, <st1:country-region w:st=3D"on">Korea</st1:c=
ountry-region></st1:place>
in August.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Each of the 213 IA=
AF Member
Federations has the right to nominate one person for the IAAF Masters Commi=
ttee
and many do, but some IAAF Areas such as Oceania, South America, and <st1:p=
lace
w:st=3D"on">Africa</st1:place> usually nominate no one so they can directly=
 appoint.
<span style=3D'mso-spacerun:yes'>&nbsp;</span>All Congress delegates, up to
three, from each of the 213 Member Federations, have a vote.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Recently, to ensure that there are=
 a
minimum number of women on the Committee, there has been a separate election
first to select the top two women from those nominated, <span
style=3D'mso-spacerun:yes'>&nbsp;</span>then the remainder of the women and=
 all
of the men are voted upon in the next round.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The top eight vote-getting nominee=
s are
elected to the Committee.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Inc=
umbency
is very important in these elections as people tend to vote for whom they k=
now
and the IAAF doesn&#8217;t tend to change quickly.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Finally, those Area Associations w=
ith no
one elected get to appoint a person to the Committee because IAAF rules req=
uire
at least one member from each of its six Area Associations.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Also the current President of
World Masters Athletics (WMA) is automatically appointed to the Committee.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>So, for the reasons above, the Com=
mittee
currently has its appointed Chair and twelve members and the co-opted WMA
President.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In my various role=
s in
WMA, and other world masters activities I have worked closely with six of t=
hese
people for over 20 years, two for 8 years and four for 4 years.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>We are all dedicated to the Sport =
and know
each other well.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>My continuing efforts in Masters Track and Field, <span
style=3D'mso-spacerun:yes'>&nbsp;</span>and in the sport in general, have t=
wo
main thrusts.<span style=3D'mso-spacerun:yes'>&nbsp; </span>First, I work t=
he
details of the rules, organization, and conduct of the sport in general and=
 at
as many specific events as time and finances permits.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>And, by this work, and by other ef=
forts,
I work on improving the <st1:place w:st=3D"on"><st1:PlaceName w:st=3D"on">U=
nited</st1:PlaceName>
 <st1:PlaceType w:st=3D"on">State</st1:PlaceType></st1:place>&#8217; image =
with
the rest of the athletics world.<span style=3D'mso-spacerun:yes'>&nbsp; </s=
pan>There
is no doubt that work has to be done in this regard.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>As I always say, just having the b=
est
Track &amp; Field Team in the World is not enough.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The <st1:country-region w:st=3D"on=
"><st1:place
 w:st=3D"on">US</st1:place></st1:country-region> needs to be a known and tr=
usted
partner in all of the undertakings of IAAF and that includes membership and=
 active
participation in IAAF Committees as there is no substitute for hard work an=
d person-to-person
relationships.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In addition to=
 this
Committee work, my other specific activities this year are listed below.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>This year&#8217;s annual meeting of the Masters Commit=
tee was
held at the end of May in <st1:country-region w:st=3D"on"><st1:place w:st=
=3D"on">Monaco</st1:place></st1:country-region>
near the IAAF Headquarters.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A=
ll
members but Danny Daniels of <st1:country-region w:st=3D"on"><st1:place w:s=
t=3D"on">Canada</st1:place></st1:country-region>
were in attendance.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Cesar Mor=
eno
Bravo, <span style=3D'mso-spacerun:yes'>&nbsp;</span>opened the meeting and=
 the
previous minutes were approved with minor corrections.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Pierre Weiss; IAAF Secretary General then spoke on the
subjects of the IAAF Congress in <st1:State w:st=3D"on"><st1:place w:st=3D"=
on">Berlin</st1:place></st1:State>
and gave an update of IAAF activities.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>His main points were that the Berlin Congress&#8217; vote to change =
the
age for the Masters classification for Road Racing from 35 to 40 must be
honored although it was strongly objected to by the Committee.<span
style=3D'mso-spacerun:yes'>&nbsp; </span><st1:City w:st=3D"on"><st1:place w=
:st=3D"on">Pierre</st1:place></st1:City>
talked at length on the financial situation of the IAAF saying that the IAAF
Financial Committee had met just the day before and that the IAAF is making
strategic cuts and it needs to continue to be vigilant and prudent. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>President Diack had made a recent p=
ress
release saying that the IAAF has financial solvency for many years to come.=
<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Weiss did mention one important
point and that is that there was talk of the reduction in the number of IAA=
F Committees
with the Women&#8217;s Committee and the Masters&#8217; Committee being
specifically mentioned.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The
Women&#8217;s Committee is perhaps not needed as much as it once was as the=
re
are mandated numbers of Women on the Council and on the Committees.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>And the fact that the day to=
 day
administration of World Masters rests with WMA reduces the responsibilities=
 of
the Masters&#8217; Committee.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>He
also mentioned that it was his preference to have the IAAF Federation in ea=
ch
country is the WMA recognized Masters organization.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>That is true in the <st1:country-r=
egion
w:st=3D"on">United States</st1:country-region>, it is not true in many coun=
tries
such as neighbors <st1:country-region w:st=3D"on">Canada</st1:country-regio=
n> and
<st1:country-region w:st=3D"on"><st1:place w:st=3D"on">Mexico</st1:place></=
st1:country-region>
and it causes many problems.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Chairman Moreno gave his report stressing several
points.<span style=3D'mso-spacerun:yes'>&nbsp; </span>First he pointed out =
the
typing error that incorrectly indicated that the IAAF Council approved of
re-changing the Masters age from 35 to 40 for road races and that mistake h=
ad
most likely strongly influenced the voting outcome as most delegates usually
tend to agree with the Council.<span style=3D'mso-spacerun:yes'>&nbsp; </sp=
an>And
he discussed the delicate issue of International Masters Games Association =
and
their obvious disregard for WMA schedules.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>This coupled with their aggressive expansion into Winter Games and R=
egional
Masters Games in addition to their quadrennial world games.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He thanked the IAAF for including =
two
Masters in the honors at the Annual IAF Gala in <st1:country-region w:st=3D=
"on"><st1:place
 w:st=3D"on">Monaco</st1:place></st1:country-region> (Nov.2009).<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Guido Muller of <st1:country-region
w:st=3D"on">Germany</st1:country-region> and Rita Hanscom of the <st1:count=
ry-region
w:st=3D"on"><st1:place w:st=3D"on">USA</st1:place></st1:country-region> were
honored by Council member Lord Sebastian Coe.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He concluded by pointing out that =
the
IAAF World Plan is focused on athletics at all ages (Masters being the larg=
est
age group) and he asked the Committee to think about what it could do to
further the sport.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>The President of WMA, and honorary member of the IAAF
Masters Committee; Stanley Perkins gave a WMA report to the Committee.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He listed the new WMA Council in w=
hich 5
of the 7 elected posts are filled with Europeans.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said that WMA was working on a
proposal for reorganization of WMA.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>He mentioned the two WMA Championships recently completed in <st1:Ci=
ty
w:st=3D"on">Lahti</st1:City>, <st1:country-region w:st=3D"on">Finland</st1:=
country-region>,
and <st1:place w:st=3D"on"><st1:City w:st=3D"on">Kamloops</st1:City>, <st1:=
country-region
 w:st=3D"on">Canada</st1:country-region></st1:place> and the upcoming
Championships:</p>

entry fees for WMA World Championships to help pay for Anti-doping education
and testing and that there is now a panel considering and issuing Therapeut=
ic
Use Exemptions (TUE) for Masters.<span style=3D'mso-spacerun:yes'>&nbsp; </=
span>As
to the age change for Masters road races from 35 to 40, he said that &#8220=
;...after
each &lt;IAAF&gt; Congress WMA makes decisions on whether to implement
competition and other rule changes that have been made at the Congress, bas=
ed
simply on their relevance and application to Masters age competitors and
competitions.&#8221; Implying that had not yet been done.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Concerning IMGA, he asked for IAAF=
 help
in insuring that IMGA consults with WMA/IAAF concerning championship dates
which was not done concerning the next IMGA World Games in Torino, Italy (2=
013)
directly interfering with WMA World Championships in Porto Alegre, Brazil a=
nd
next year&#8217;s European Masters Games in Lignano, Italy (2011) which will
reduce attendance at the WMA World Championships in Sacramento. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>He said that neither the Lignano no=
r <st1:place
w:st=3D"on">Torino</st1:place> events had been sanctioned by WMA yet, but t=
hat
the Council would decide.<span style=3D'mso-spacerun:yes'>&nbsp; </span><st=
1:City
w:st=3D"on"><st1:place w:st=3D"on">Stanley</st1:place></st1:City> stated th=
at he
thought that IAAF Members should be automatically WMA affiliates and that he
will propose major changes in the WMA affiliations procedure.</p>

<p class=3DMsoNormal>The six Area reports were given:</p>

</span>Shigenobu Murofushi-pointed out that many affiliates in his Area send
athletes to World Masters competitions without involving the IAAF Member
Federations in those nations.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>He
pointed out that only 7 of the 25 WMA Affiliates in <st1:place w:st=3D"on">=
Asia</st1:place>
hold regular National Championships.</p>

<p class=3DMsoNormal><span style=3D'mso-spacerun:yes'>&nbsp;</span><b
style=3D'mso-bidi-font-weight:normal'>Europe:</b><span
style=3D'mso-spacerun:yes'>&nbsp; </span><st1:place w:st=3D"on"><st1:PlaceN=
ame
 w:st=3D"on">Dieter</st1:PlaceName> <st1:PlaceName w:st=3D"on">Massin-EVAA<=
/st1:PlaceName>
 <st1:PlaceType w:st=3D"on">Academy</st1:PlaceType></st1:place> has been ac=
tive with
14 seminars being given since 2007.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>New entry record in <st1:City w:st=3D"on">Ancona</st1:City>, Italy I=
ndoor
Championships (2009), and preparations for 3000 in <st1:country-region w:st=
=3D"on"><st1:place
 w:st=3D"on">Hungary</st1:place></st1:country-region> for outdoor.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>North/Central=
/Caribbean:</b><span
style=3D'mso-spacerun:yes'>&nbsp; </span>Rex Harvey-Kamloops WMA World Indo=
or
Championships great success, but less than 1500 entries from 60 countries.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span><st1:country-region w:st=3D"on"><s=
t1:place
 w:st=3D"on">Canada</st1:place></st1:country-region> still is trying to sol=
ve the
Masters organizational problem where two organizations exist: Athletics Can=
ada
and Canadian Masters Athletic Association.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>&lt;note that WMA recognizes only CMAA&gt;.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The same problem exists in <st1:co=
untry-region
w:st=3D"on"><st1:place w:st=3D"on">Mexico</st1:place></st1:country-region> =
where
the WMA recognized Masters Organization is challenged by the IAAF Federation
there. Thanks were given for allowing WMA to have a Masters booth at Berlin
World Championships.</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>Oceania:</b><=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>Jim Blair-discussed this year&#821=
7;s
Regional Championship in Tahiti, and pointed out the ongoing problem of Isl=
and
members too poor and too far for participation although an ongoing developm=
ent
program is in place for those members beyond <st1:country-region w:st=3D"on=
">Australia</st1:country-region>
and <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">New Zealand</st1=
:place></st1:country-region>.</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>South America=
</b>:<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Jorge De La Canale-extensive report
containing upcoming championships in South American including the WMA Regio=
nal
Championship to be held in Santiago, Chile.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Two proposals were brought before the Committee:</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>Bridget Cushe=
n (GBR)</b>
asked that IAAF encourage World Anti-doping Agency (WADA) to give WMA a gra=
nt
to allow out-of-competition testing.</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>Danny Daniels=
 (CAN)</b>
asked the Committee to request WMA to either resurrect the WMA Non-Stadia W=
orld
Championships or include more non-stadia events in the current championship
format.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>Wang Dawei</b=
> (David
Wang) of <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">China</st1:=
place></st1:country-region>
made the following comments concerning the need for an ongoing Masters
Committee.<span style=3D'mso-spacerun:yes'>&nbsp; </span>First IAAF is a me=
mber
of WADA, not WMA and second IAAF is a member of IMGA, not WMA.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>WMA is not permitted, and/or cannot
afford to be a member of either so WMA alone would not be able to deal with
these organizations which are very influential to the future of Masters
Athletics.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A continuing IAAF
Masters Committee is important to coordinate all the anti-doping, affiliati=
ons,
games and championships problems as were discussed as WMA does not have the
authority, only IAAF.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>
